Continuing with a scanned document, once you've performed the OCR and are satisfied with the text recognition, add the links.

A caution about Edit PDF.

If you have a tagged document and you make any edits to the text in Adobe Acrobat Pro DC,, or any other version, you destroy the tags and will need to redo the Tags.
This is another reason to always work with a signed off final version and include that any edits to the text/content will result in additional costs.
You can remove a page that requires edits and work with that page only then reinsert it into the document or use the Reading Order Panel to remove the structure for a single page, then manually add it.
If you try to use the Reading Order tool, the entire page will be tagged as one continuous paragraph or image.
