- Students with disabilities:
- must enjoy "full and equal" participation
- must not be excluded from full participation (by low-accessibility technologies)
- must use the same services and goods (e-books) as other students
- unless technically impossible
- if impossible what they use must be "equally as effective," which is a very high (impossibly high?) bar
- must be able to attain same result and level of achievement
- likely emphasizing the notion of one, accessible technology and demoting the philosophy of "separate but equal"
