No Tags = NO Accessibility!
- If a PDF document doesn't have Tags, it is NOT accessible.
- While "virtual Tags" may be created for untagged PDF documents, they may not be consistent and do not provide a logical document structure (Tags), core language and language changes that are appropriate, Alt Text for images and so forth.
- The ability to add Virtual Tags to a document is a stop-gap measure for legacy PDF prior to Adobe Acrobat 5 (first version to provide tagging capability).
