- Is it a scanned document?
- Perform OCR/Text Recognition.
- Does it have form controls?
- Add form controls.
- Does it have links?
- Add links.
- Will it have multimedia?
- If yes, add the multimedia (unless coming from InDesign CS6).
- Then add the Tags.
