Headings are Navigational Points!

• Headings are essential navigational tools in any document.
• They provide the hierarchical structure of the content.
• Can't emphasize enough that Headings MUST be sequential and not skip levels.
• There is currently a movement within the PDF standards to abandon sequential Headings as navigation points and allow any Heading to be used for anything or no Headings used at all.
• "A document author has the right to create crappy content."
• Please do not abandon best practices and providing a solid navigational system for those of us with disabilities in documents!
